The Union League is already in place as a tool for education and is funded by the Northern Republicans who can assist in maintaining the funding for any necessities the League might need. It poses as a threat to the potential reunification of the North and the South. However, the crime of treason cannot be taken lightly. Individuals who were directly in higher command of the Confederate Army will be tried for treason and any ex Confederate official is not allowed to hold public office and represent the South. What should be done for the freedmen? President Lincoln initiated the central political step towards civil rights and equality through the Emancipation Proclamation and the Thirteenth amendment. The next step, citizenship, with guaranteed rights for voting and safety will need to be represented as an Act first to determine the responses of the public. If the Act is not well received by the public and there are violent acts violating the Act, then a fourteenth amendment will be created to ensure the safety and promise of freedom towards the newly freedmen. In order to compensate for the decrease in provisional funds spent towards the Freedman's Bureau, we will grant former slaves approximately 20 acres of land either from their former master's property or from territory westward. It will be their choice as to where they decide to settle. It may take a very long time to reach racial equality, but it will be reached by time, logic, and the progress of our nation as a whole. Who should be able to vote and hold office in the new Southern state governments? In order for total reunification that ensures a hopeful future for all Americans, the start of reconstruction will allow only white males to vote. In 5-10 years, we will revisit the issue to see how the country has developed. Only white males may run for office at this time. The candidates for public office must state an oath of loyalty to the union, which mandates that the new official will uphold the laws and orders of the union. In order to be forgiven and readmitted into the Union, we propose that a majority of the state’s population must complete oaths of loyalty to the union. Twenty-five percent of the population of the must also agree to and accept the Thirteenth Amendment. The legislature must also agree to these two terms. Approval of the Fourteenth will be required in three years, and approval of the Fifteenth will be required in four years. How should the Southern economy be restored? There will be a tax on the Northern elite who bought their way out of fighting in the Civil War. The tax will fund the rehabilitation of the Southern economy (food for the starving and shelter for the homeless, etc).
The labor force should be the ex-confederates. However, since the Union troops were the ones to wreak havoc on the South, they should rebuild what they destroyed as well. If the soldiers had cooperated with the South in rebuilding the massive destruction during the war, the South would notice this as an effective form of apology and of regret by the North and the process of rebuilding would be a united effort on the nation's behalf. Union soldiers should not use force. Our goal is to unify without spilling anymore blood or creating any more violence. Labor which is evenly distributed between the Northern and Southern soldiers in rebuilding destroyed towns and railroads will lower the possibility of dispute against the North and South. Since we believe that the Ex-confederate soldiers, not higher officials, should be loosely punished, Union troops shouldn’t play a role in policing or governing the South with the exception of the possibility of being called in to occupy a city temporarily in shifts if there is a massive violent outburst, riot, or terror threat.
